without the use of the legendary weps.

Penance is that (SPOILER)Aeon that appears in the calm lands once you have killed its dead dark aeon friends.

Withot the celesttials? What part of max D, Full Damage, and 12 million HP do u not understand!?

Um... It's possible if you take an empty four-slot weapon and customize it to do pretty much the same thing as the celestial weapons. But that'll probably take more time (and definitely more Gil) than getting the weapons themselves.

Plus the fact if I understand correctly that a celestial weapon will always do more damage than a regular weapon configured the same way.

why worry about legendary weapons? you need more than that to defeat penance! xD

why do you want to do it without Celestrial Weapons anywayz.
Most are easy to get, apart from some annoying things like Lulus or Tidus's

tidus's celestial wepon is easy especailly when you have ta beat that women in the race i beat her first time but got 00:00 the second time 16 ballons and 1 bird (not very happy about the bird)
