Yeah, they are people. People that should not be allowed near children for any reason because they have, on more than one occassion in the past and are likely to do so again (sorry, I know you said the fact that they did it once doesn't mean they'll do it again, but those silly little "facts" are against you on this one) in the future, sexually abused children. Is keeping people who molest children away from children really such a huge request?
