You need to get the Hiryuu/Wyvern in order to get that tornado. (Is Ricard by any chance in your party already?)

oh, yes. sry. i realized what i had to do. i was playing with the mirror and i used the pendant. *chorus of angels* yea, then i couldnt find the cyclone. XD i felt so stupid. why didnt i look up about 5 more pixils XD
