Go outside, aqnd talk to everyone, someone will give you a power thing, then go to the back room, warp left, get the person, take him back. G o to the back room and warp right.

Yes, there are two people in the rooms hidden on either side of the Cavern. Once you have rescued 13 people, you will be able to access the other two (but you can only take them out one at a time).
