You should gain AP after battles even if you don't have any materia equipped. However, if no materia is equipped, nothing is recieving the AP you're gaining.

of course you need materia thats what Ap is for

Well what I actually meant to ask originally was do I need to use the materia I have equipped for it to gain Ap or can I just equip it and attack to my my hearts content.
