As for smoking, you can smoke underaged in public outside. Inside the house, it depends on the parents. Most parents would rather don't want their children drinking and/or smoking.

Smoking inside buildings, especially homes, is usually frowned upon because of the risk of something catching fire.
If you're at a restaurant with your parents, they can buy you a drink.
