Cloud... War is war. In war people get hurt.. damage is done. I am sure if we could have gone in and repaired vietnam without fear then we would have .. but they were our enemy.. we could not trust them.
At this time it is too late. The damage has likely already been healed. being forced to Pay after the healing is done is the same as killing for revenge. or torturing for revenge. What you are doing is hurting someone to make you feel better... when the damage from the wrong is already healed, or mostly so.
btw... I am assuming they did do somethign to help themselves and rebuild.. if they didn't then I really feel sorry.
Also does the US yet trust Vietnam? I don't think many in my area do.. so we still can't go in and help them. And throwing money never works.
