    The Tales of series would win.

    Each and every character has a Hi-Ougi (And sometimes multiple) in addition to their normal moves.

    Not to mention Cless has Meikuu Zanshouken and Satsugeki Bukouken. And then there's Judas' Majin Rengokusatsu.

    Sorry Final Fantasy, not today.
