Indeed it is the Qu's Marsh but you miss something, what is the riddles talking about other than Qu's Marsh? No, it's not Vivi or Quan story.

Could it be the two moogles then? They're unsame to the characters or anything else in the marshes, and the child moogles "shining eyes"could be a metaphor for it's innocence and naive-ness.
Rantzien is right with the first two line, it refer to Qu's Marsh, the third and fourth line refer to something in Qu's Marsh.
