This part all refers to the same thing, but none of it is metaphorical to the answer. It is what it is basically.

this part refers to how you get the answer.

but thats not what you need
The answer is there]
You know who I is, but that is only relevant to a certain part.

[but on time do not heed] time is not important but when I say time, I don't mean game time, it's not available anytime in the game, but it is not a forced time limit.

Basically what the item says about Hippaul, plus the fact that you aren't a coward (since well, you save the world), so to Hippaul you have "the right" to call him a coward.

He's easy to beat in the beginning but as he gains levels he gets really hard to beat.

Not sure about "I say who I am". The fact that his name is on the Athlete Queen?
The rest is pretty straightforward.

Well, you can try as many times as you wish, your chances of getting the Athlete Queen aren't void because you lose a race. As you say, "if at first you don't succeed try, try again".

I'm not one to say who's riddle is the active one, but I'll work at them simultaneously until we settled for one.

Eidolons?

Dagger has eidolons from the start until they draw them from her, however she can't use them until later.

Throughout the game, you will see eidolons used, but not (only) by you, but also by Kuja, Brahne and so on.

Hmm. So the answer is "there" but you don't use it - Could be a key item.
It's either really good or really bad, depending on what kind of person you are.
It's used through the entire game. I don't understand the "but in a different form" part. Does that mean it changes form throughout the game?
If you don't have it, you lose. I'm guessing you lose the game.

I think that the different form can mean anything: here are some examples.

Magic. At the start of the game, you use magic as fake magic. You don't really use it as it does no damage whatsoever. The different form would be it's original state, magic itself. It's used throughout the game in a different form, and if you didn't have it, you would not get far.

Beatrix. She is there throughout the game, but not used in your party. She is known as the best swordswoman in all of gaia, and manages to defeat you in an instant when you are against her, but when you have her in your party, she is merely just as powerful as any other character in your group. Therefore she could be worse. The different form here would be the fact she is on the bad side and that she has no connection to your party. Without her you have no game.

And last but not least, the 4 jewels. These are here throughout the game, used as just merely memoir's. But when you get to the end of disc 2, not only are they revealed to have a special power, but they also change the description of the item itself. The different form could be the description change, or the fact that the special power is linked to the eidolons, which are used throughout the game.

I'll look into it some more but those are merely examples of different ways to think.

I'll guess weapons.
I'm here for a while but I'm not really used- You walk around the world and go places and don't use your weapon until a battle.

I'm the best or the worst, depends on your perception- You can attack your own friends or the monsters so it can be good or bad.

I'm used through the entire game but in a different form- You can buy different forms of the weapon. ex: different forms of daggers would be Zorlin Shape, Gladius, Mage Masher. They look different but it's still the same type of weapon.

wihout me you lose- You can't win battles without weapons.
