I believe I solved it, it's the triangle button on
our PS'ses (I didn't even play it on a PS :P).

The riddle:
Your closest friend I might be
throughout your journey's course - Indicates that some people use it alot, the triangle button is used in battle to switch to your next character with ATB loaded. And in the map it is used to acces your char menu.

though you can't always find me
when ruled by other force - No triangle to be found while playing on PC.

Through me you power may grow - Battles get easier
your mind may expand too - This is 'cause of your strategic involvement.

and although you might not know
I know you better than you do - No meaning?

So you can talk to me at will - It's a button what's he gonna do 'bout it?
or order me around - I controll it's "movements".

you'll find me on the small hill
with three lines on the ground - The small hill being your button and a triangle laying on top of it, which consists of three lines.

P.S. Yeah my post's layout turned out crap, I got my reason.
I'm currently using windows' compatability keyboard mouse. Which
basicly comes down to controlling your mouse with the numpad.
Hence I'm renderred inable to "right click" and bold my sentences
for example.

haha my bad i didnt mean to steal it from you but it was all thanks to you that i got it and for that i will let you have my turn and create a ffIx riddle of your own. beside sim not very good at createing riddles not too good at cracking them either and this riddle had me going for awhile.

when ruled by other force - idk i guess because you cant use it in battle?

I know you better than you do - well your menu tells you everything if you dont check it then you dont know.

or order me around - I controll how often i open the menu.

though you can't always find me
when ruled by other force - When the player watches a cutscene ("ruled by other force"), you can't open the menu.

Through me you power may grow
your mind may expand too - The menu can be used for raising stats ("power", "mind"), and optimizing your characters overall.
and although you might not know
I know you better than you do - I bet you don't remember all of your characters' stats, abilities, statuses, equipment and whatnot. The menu does.

So you can talk to me at will
or order me around - Basically references the last verse.

It's adorned and beautified in that it mostly appears in cutscenes and is basically a showpiece for a rather neat FMV.
Not weak, as he owns Bahamut rather nicely.
A part of something, namely Alexandria castle.
