It's not an RPG. The main character is Vincent, although there may be short sequences where you play as other characters, such as Cait Sith.
Well, the E3 trailers show it being an action RPG, since...y'know, there's numbers on screen. I'm guessing it'll be closer to the recent Castlevanias than other Final Fantasies, except with guns instead of melee weapons. Unless you count the Beretta you can get in Aria, but whatever.
The fact that numbers pop up when damage is done doesn't mean it's in any way an RPG.
I guess not, but given that it's Squeenix making the game, I think it's reasonable to assume that there's going to be RPG elements in it.
Yoshinori Kitase has already designated Dirge of Cerberus as a "Gun Action RPG." The RPG elements, however, won't extend to simultaneous control of multiple characters. Some type of menu will be utilized, though, and there may be a variant of the materia system.
Bullet, Cid, and Yuffie are all present in the trailer currently on the official site.
