I think that may be the fault of the importers (USians and UKsians). The Japanese turn out an original then add stuff to export to America, then when the game is popular everywhere, they add even more stuff for a second release in Japan only because it is a certainty that the Japanese consumer will continue to swarm over it.
I think we need to create some kind of Proposition that entails the re-import of Japanese games post-production of their special editions.
