I believe that Ultemecia was a state of mind, not a true force, as in a physical force, probably.
In addition, Ultimecia: Final doesn't have a face. Could this mean that she has abandoned the persona (mask) of Ultimecia, and that the form we fight in the end is someone else entirely?

Not really, the final bosses in FF I and FF II doesn't change form. Also, in FF IX and FF X the last bosses didn't change form either but you did have to take on two different bosses.
Close enough really... I mean, it's quite obvious that there probably is no actually theory behind any of it, it's probably just suggesting it, so many years later, a couple of people in a spam thread will be making fun of everyone that has made crackpot theories...

The final boss of FFV called Neo X-Death, yet clearly he is a seperate entity from the original X-Death. Maybe this new creature is just CALLING itsel Ultimecia, to hid the fact that it is really Enuo....

is it just me, or does this look like Ultimecia's final form has BROKEN OUT of her previous body? Not only that, but we know it is a seperate entity, because the lower half is a seperate target, that provides her with the Apocalypse spell. Ah, so the Final Form is more than likely, a competely serparate entity to the original Ultimecia.

Maybe the first Ultimecia we see is ment to represent her still being a human being, while the last one is her being consumed in envy and hate, where her physical and once humanlike features are nothing more than a swinging pendulum corpse.
EDIT: Heh, people put so much critique on FF8 story compared to FF7 story, but really, has anyone seen so much talk about the true Sephiroth? I for one, didn't.
