Yes, you can, though the PSP homebrew scene is (obviously) still pretty new and emulation is far from 100%.
I don't have any links, though I'm sure a quick Google search would turn up some good results.

Roms. SNES, GB, GBC, NES, etc. I've got a lot of NES games on my PSP.
