The problem I see with that is this: if they release it with English voices, then they are probably going to re-sync the lips to the English words. (Don't hold me to that, though.) But if that's the case, a Japanese track will then have the same "dub feel" as English voices over the Japanese version would. To get it right for both languages, it would be like having to have two separate movies in the same package.
