On the cover of the pioneer press, (my local city paper) there is a picture of some people stuck on a free way. with "Help, water still rising" and the water has like another foot to go before it takes em. This was a pretty powerful picture imo.
I do agree that they need the fresh water, but when your about to drowned (in your mind) it may be the last thing you will want to see

Good point. While the rain may be helpful, psychological ramifications should be taken into account.
