There's about a million people you can blame for this.

The president for not giving enough support.
The governer for not relinquishing control to the feds.
The mayor for not relinquishing control to the state.
The city for knowing damn well that, in the event of something like this, they would end up completely under water, but most didn't evacuate anyway.
The French for building the town below sea level two hundred years ago.

The trickle down effect just keeps going until you eventually end up saying something ridiculous like it's all the French's fault. I agree with Reles that people need to do action. Can't go directly and help? Volunteer at your local Red Cross/Salvation Army. Can't volunteer? Give blood. Can't give blood? Give cash. Can't do any of that? Shut your pie hole.
