*squall is my highest level character at lv 15
*rinoa is 13
*quistis is 14
selphie is 11
irvine is 14
zell is 14.

and im at ultimecias castle.
the point in ff8 is to not level up, but if you really want to, its not that hard to get Squall to Lv 100 before you go to the Fire Cavern.
for the fastest leveling up, you should fight on Islands Closest to Hell/Heaven
leveling up is easy on this game. you only need 99000 exp to get to level 100 and thats lower than any other FF so its not a particularly big challenge to get sqall to lvl100 before getting quistis. in the training centre you can get about 300 exp per battle so 3-4 battles there would mean your 1% to your target already. on FF8 i always level up top make it more challenging and also to make it easier to get more health.

Hmmm... I usually just rush through the early part of the game, and then when you go to the flying galbadia garden, I level up in the ice hockey rink, really quick and really easy, but you can only do it at a certain point, the Island Closest to Hell and training area in Balamb garden are also very good places to level up.

You don't need to level up, as the monsters get stronger (though you can if you want). Just focus on drawing 100 of each and every magic for your 3 characters, and focus on learning the right GF abilities. This will make you powerful.
Whenever you fight, scan the enemies, and whenever there's a magic you don't have, draw 100 of it for all party members. I usually do this rather than fighting battle after battle. You'll have lots of time when you have the mobile garden and Ragnarok to visit good levelling areas. However, if you decide to do sidequests, like the Deep Sea Research Centre in particular, you will level up easily, and won't have to devote time to levelling up.
As well, make sure you get all necessary items during fighting for summoning the Doomtrain, as trying to find Wendigos later in the game to get steel pipes can be a real pain in the arse.

Monsters' levels are determined when you first encounter them by yours, to maintain a constant difficulty throughout the game no matter what your level. The XP you get from them decreases as you gain higher levels in relation to them. For example, when I fought with UC monsters when I was level 100, I would get maybe 5 XP for beating them, since I was only level 60 or so when I first got to the castle. The only exceptions to this are the Islands Closest to Heaven/Hell, where the monsters are always L100 -- making it a great place to grind.
Given what I said above, I'm curious as to how you managed to keep a constant rate of 300 xp/battle as you leveled up and beyond the L7 monsters.in the training centre you can get about 300 exp per battle so 3-4 battles there would mean your 1% to your target already.
