It is. The reason that was believed was because women, who are much more likely to be talking on their cell phones during fueling, are also much more likely to cause fume-flares than men are. However, it was shown that women are more likely to cause sparks, and thus flares and possible explosions, not because of the cell phone usage, but because women are many times more likely to get back in and out of a vehicle while it's fueling. This causes more static, and thus greatly increases the chance of a spark, and more.
