You mistake my case. A single attack which caused 3000 deaths is an event of just as much significance as the terrorists wanted it to be (Although they probably didn't get the message they wanted across.). 3000 deaths spread over 17 years is not an attack of the same kind. Still horrific, and still wrong, but not the same thing and not comparable. So yes, I am saying exactly that the suffering of those in Chile is less than in the US, and for exactly the reason you suggest. There's no shock in a facist regime killing people, and no problems figuring out why the government is killing. The shock is more apparent, but the tragedy is equal. The suffering is no less. Living years of fear and death is far worse for a population, and indeed the human psyche than one single attack. Numerous nations have went through years of it, the US had one major incident. Not to belittle that tragedy, America has got off lightly with homeland conflicts over the last hundred years. To say the tragedy of Chile or even Northern Ireland is LESS is an insult and severely deluded. I'm not sure if that's what you mean and I severely I hope it isn't.

9-11 was coming. it had been aggravated to the point to which it was unavoidable. and a repeat of it is inevitable.
remember 9-11 wasn't a new thing for al-qaeda. they always had in mind massive attacks. the african embassy bombings. and the original wtc attacks. the idea behind that was in fact to knock one tower into the other like a domino.
