That is what I was refearing too. WE obviously don't want them to try again. Can you really blame us? The terrorists were not sanctioned by Afghanistan, but a self orginised called 'al qaeda'. Now, obviosuly there were other things on Bush's plate, and he evidently desided that using there terrist terror, and the WMD, that we would attack Iraq.
