Blinking, flashy, multi-colored stuff looks gawdy. ( I feel sophisticated saying that)
I don't think the problem is people not reading the announcements so much as not caring what they say. If it is viewing them, I like Murder's suggestion with it changing like the new posts in thread do.. Maybe we could put a chocobo up there like the forums index page or a new image that changes after being viewed?
