Return Ring

Hi, i just bought "return ring" of W.W "2500 Pts" but i cant use it? :S when im trying it goes to 6-12% and then it stops :S somebody know whats wrong? :/ Im WAR26/MNK13 but the ring is, ALL Races ALL Jobs and Lv 1

i THINK you have to do some supply quest, but im not too sure because im only going by what a friend has told me

you need to have a HP at a outpost and then use it..I had the same trouble.

Can't use it inside a dungeon either.
