As this is FFX I'd say Lulu with Rikku second, but in FFX-2 I'd go with Yuna.
I liked Rikku's voice better than Yuna's. It suited her personality perfectly. Yuna's wasn't bad, just uninspired.
Don't get me started on Tidus, though....
They're both really, really horrible. I was very disappointed with the way both of those charcter's voices turned out.
But to answer the question...in my opinion, Yuna's voice is not what I would describe as "hot"; it's gentle, and softer. So I guess Rikku. She's got a Cheerleader-esque voice.
They all suck except for Auron's and Wakka's. Possibly LuLu but I don't remember hers.

If you've ever heard Ravens voice from Teen Titans then you'll know Rikku has a much hotter voice.
Lulu's good a deep, velvety and quite simply gorgeous voice. I wouldn't call it "hot", but her voice conveys strength, intelligence and beauty.
I don't like men in *that* way, but Auron's voice is great.
Rikku, totally. I love Tara Strong.

Cute and Hot are synonymous to me, in this context.
sometimes Yuna sounds funny. i say:
1. Lulu
2. Rikku
3. Yuna
i agree, hearing yuna makes me cringe sometimes... theres just something about her voice that gets really annoying...
Yuna and Lulu definitely have the nicest voices. Yuna's being soft, but determined, and courageous, yet compassionate. Lulu's, is velvety and smooth, and gives an impression of beauty, intelligence, maturity and strength as Big D said.
Rikku's is just friggin annoying. She sounds like a 10 year old. Someone give her some Ritalin, for god sakes.
