That particular scene is taken from an FMV sequence. In terms of graphics, I would say FFIX is slightly superior to FFVIII.

Regardless of the visuals, though, I strongly recommend buying FFIX. It's an amazing game.

The city is called Alexandria.
Alexander is the legendary "summon" in the game.
And Kuja's hair look like Sephiroth's.
