Contains pictures of the scene, and explains the factors involved at the bottom. Couldn't find anything telling you in very specific detail what to do. I guess you should just check out the Library as often as you can, taking note of the requirements listed to get different scenes.

Then finally go to Balamb(in disc 3 I guess, maybe earlier?) and use the pictures there as a guide what to do.
