FMV doesn't fit well on cartridges.
It had like 3, they were fairly short, and they had a resolution of like 5x7. FFVII has dozens of FMVs, some are pretty lengthy (the ending comes to mind). Not to mention the vocals for One Winged Angel. Not to mention that the original game spanned 3 CDs, that's at least 1.9 Gigabytes right there. Granted, they COULD make a ROM chip that large, but that would be expensive. People don't like paying $80 for a handheld game.
