How would I do an effect similar to the one Red Wizard does in this 8-Bit Theater strip where he's charging his blast?

You mean the stars? Brushes. If you have photoshop, it comes with a single star brush that you can put on there a bunch of times and get that effect. The stars over the mage are probably on a new layer with the opacity dropped.

where do you guys get cool fonts. I've only got lame ones.

I get mine from Dafont Just download them, unzip, then install them into your font folder which you can access through the control panel.

In Photoshop (I am using the trial version of CS2), is there an option which allows you to auto-animate something? As in, just say I want some text to scroll from right to left. Is there an option which will do that automatically for me?

Nope. You have to do it manually in Imageready, which should have come with photoshop. Jasc animation shop has a bunch of auto stuff though and I know you can have animation shop do that automatically.
