First off, Haley Joel Osmet is a boy, and one of the best child actors in Hollywood. Secondly, many many child video game/cartoon characters are voice by women, because boys have lighter voices when they're younger. Bart Simpson is voiced by a woman, get over it.

Becuas ethe people who named him were japanese.
I could imagine a girl or a boy named sky in english. Its not a masculine or feminine name. Same applies for japanese I guess. The only girl I know of named Sora was Sora from Digimon. Sora from kingdom hearts and .hack//SIGN were both boys.

As I said, many cartoon children are dubbed by girls. There arent many grown men who sound like little boys, and thank goodness for that xD

Check it out for yourselves, even. imdb.com has listings, look up your favorite young cartoon character. Plus it's always very interesting to see what other voice work they've done (like Rikku from FFX having also voices Bubbles from PowerPuff Girls).
