Yeah, photoshop wouldn't have that kind of grain. Definitely color pencils or crayons.

I really like it, you really brought out the vibrancy in her character.
Body proportion is a bit off, bit too squat but it doesn't really matter in this piece. I like it loads.

Maybe its coloured chalk with a mix of colouring pencils.
Um, I forgot to say that it was done by crayola colored pencils, and wasn't colored very well, it's just reference for my new cosplay, but thank you for all the lovely comments
