At the start of my game I killed off Squall and Zell in Dollet, letting Seifer do the battles that you can't escape from - and earning AP for the GF's.

Then using Quetzacoatl's CARD ability you can defeat enemies, earning AP but no EXP. Do this until you can have Diablos learn ENC-NONE.
