If I remember correctly you can buy the pass at the item shop. Either there or the at the bar somewhere.
ALthough I'ld only do it if you REALLY wanted to get in the room for a mildly amusing sequence, or you got a crap load of cash.
Over all it's just a little fun thing, nothing extra from it, and it doesn't advance the story.

There should be a guy by the enterance of the pub just before you get to the person who you must give a the memership card to, you can buy it off him, it's pricey though (10,000 gil).
