theyre easier than in DSRC
You can't get to the Islands 'till you come by the Ragnarok, which gives you access to the Deep Sea Research Center anyway. All the Island monsters are Level 100, so if you've found the DSRP versions tougher for some reason, chalk it up to bad luck. The encounters with them in the DSRP are more consistent too, I'd say.
The only other places I remember fighting them are in Balamb's MD level, and in Galbadia Garden during the battle of the Gardens. I don't know if you can still fight enemies in the MD level after the NORG conflict, but you might want to check it out I s'pose.
The only other common enemy that really carries Flare is the Ruby Dragon, which isn't really an enemy you want to put up with while you repeatedly draw round after round, especially the level 100, Island versions that are the easiest to find.
In my strategy guide, it sats u can only get them at The md level of balamb garden or the DSRC. I hope that helps clear things up!
