That would make sense, but it wouldnt explain the pieces of JENOVA the false Sephiroth is leaving behind, and the fact that when you encounter Sephiroth and battle him, you wind up battling JENOVA. So it seems, from this evidence, that JENOVA has merely assumed Sephiroth's forms.
