The form checks for any blank input, so yeah, it's supposed to do that. You can just type in 'N/A' or something in any of the text areas if you don't have any feedback on a particular subject.
Please note that not giving comments is totally lame, as all of us on staff are total attention whores and desire to hear any praise or disapproval you have to give.
I hope you guys took my suggestion seriously when I said the staffer with the lowest average rating should be demodded and perhaps even banned, as a surprise twist. That'll show him/her for not connecting with the common people!
