This is a long shot but, is it that serpent like boss you have to fight on the beach in Junon. When he's nearly dead he uses a tidal wave as a last stand. He also drains you're health by putting you in some sort of bubble.

Ruby Weapon, you see only a red thing in the desert, when you fly into it he appears and you automatically go into a fight. He uses alot of powerful attacks and is very strong even when he's weak.
