Exiled by those in heaven. Shinra. Upper plate = heaven

So I guess my answer is AVALANCHE/Wedge/the people living in the slums.

Is it Titan? The Titans were the gods that ruled Olympus before Zeus. Once he came to power, he threw most of them into Hades.

They were at war with Jenova (sounds like Jehovah, a name for God), then they were cast down doomed dwell under the world, after the Cetra "exiled" them by rendering them unneccessary by defeating Jenova.
