Might have something to do with the FMV(s?) where it appears in Midgar? I don't have the FMVs in fresh memory so I'm unsure.

Shoots the WEAPONs who approach the cities where it resides.

As Protectors of Life
Turn Against Us,
I Hold The Fate,
Of All God's Network.
As the WEAPONs attack, Sister Ray protects Midgar.

The reasoning might not be bulletproof but hey :P If it's not right, does the first letter capitalization have any relevance?
