Purely cause his is the only weapon that you get in reward for destruction of ultima weapon, and I think that because both of the weapons have the same name, Ultima weapon could be the outer coating revealing a "sting" / could be classed as smaller object which can harm/hurt by piercing. / or this could be in reference to the fact that his ultimate weapon is not the most powerful weapon he can gain in terms of strength? I don't know about this as I haven't tried getting all his weapons.
You're right, it is a weapon, but it doesn't belong to Cloud.
The "outer coating" part sounds like a skinning knife of some sort, but I can't recall a weapon that would qualify for this...
