If there were materia, that means that there would be plentiful Mako energy. Mako energy runs through the earth, can cuase mutation, and with enough years, that would mutate a lot of animals into monsters, which coincidently would be plenty time for materia to show up. Materia would be cheaper than if it just suddenly showed up, since it would be a safety device.
