If you sneak on a person without "Sneak attack" materia, the person has the right to sue.

You are unable to cover your mouth when coughing or sneezing without "Cover" Materia?

You will get beat up by stranger in the street more often with you have "Enemy Lure" Materia.

Your paid from your job will be more if you have "Gif Plus" materia.

You can hit a person in England from United States if you have "Long Range" Materia.

I think either a random sexy bartender with no special abilities would not be able to use it at all or i think that they would only be able to use it a low level. Where as someone like a witch or a healist or somone else with special abilities like theirs would be able to use it at a much higher level.

If we had Materia, probably not much would change. Fire, Ice, and Bolt materia would probably be very basic materia that a lot of people have. One could use Fire for camping trips, Ice to cool off a warm soda, and Bolt as a power source in the event of an outage. Haste and Slow would be useful for cheating in sporting events and even on tests; Manipulate could also accomplish this, save that its ramifications are far larger, including sexual offenses. Sense materia would be helpful to anyone, though its use would likely be restricted to governmental agencies.

Summon materia would be highly restricted in most cases; the most accessible to any civilian would be the Choco/Mog summon. Phoenix might be made available to hospitals to have more time to operate in case a patient died. Attack materia like Ifrit and Shiva would be used by militaries, and everything from Bahamut up would be regarded as a WMD; the results of Bahamut Zero's blast are visible from orbit, and presumably the same applies for Bahamut Sin. Ultima, Flare, Holy, and Meteor would also likely be classified as WMDs.
