Could "small but full of power" have something to do with tonberry's?
The "kin slain by mischief" kinda threw me towards FFVIII, when you have to beat so many to get the king...but is that considered mischief?

Is it Fafnir? In Das Rheingold, he was giant who built a palace for Wotan and the gods, along with his brother Falsolt. But he wound up slaying his brother in a fight over some gold and eventually became a dragon that Seigfried had to slay. Hence the namesake of dragon in the monster arena.
Yes, it is Fafnir the dragon from Nordic mythology.
I had a similar story but with a few differences. Fafnir was a dwarf, son of Hreidmar and brother to Regin and Otr. Fafnir was the strongest of the three dwarf brothers. When Otr was killed by Loki (god of mischief), Hreidmar received Andvari's cursed gold as compensation for his loss. Fafnir and Regin then killed Hreidmar as they wanted the gold for themselves. Fafnir decided he wanted the gold to himself, and in so doing changed into a dragon, which was the symbol of greed. Regin sent his foster-son, Sigurd, to kill Fafnir, which he did, but Regin was also slain after Sigurd learned of Regin's plans to kill him after acquiring the gold.
