Shes the only one that can send seymour and shes gets married so she can get close to send him.
shes depended upon to make spira happy and send seymour, and her friends arent their until they kick ass and do that super cool scene where they do the chain slide.
she commands valefore who saves her.
her staff, and valefore. or her weapons could be guardians.

After you beat Yunalesca, because then you cant use the final summoning so it is all up to you. The command line is maybe reffering to the decision to fight Yunalesca? And from the weapon in hand is simple and the weapon in heart is determination?

Just my best guess.
