from this little bit i've found i'm gonna guess it's one of lulu's weapons, although i'm not sure how that links to the first line?

Hephaestus' child - Cacus... possibly? Sounds like Cactuar? 8D; Cacus is a fire demon, and you find cactuars in an area where a lot of fiends use fire-based attacks?
Dances for triumph but fails - Cactuars do a weird dance and tend to escape battle when their HPs are low... so they tend to fail a lot?
A bisque fulmination - Catuar's are basically personificated plants? If that's the definition you're looking for~ or as d£v!l'$ ph0£n!x put it, a doll?
Joins in its broken pride - 1000 Needles... err, its needles break off? And it shamefully runs off when it's low on HP?
In futility lavished - So it's a useless battle if you can't stop it from escaping?
By a redoubt of marksmen
Solace through backlog - When their low on HP, they try to flee~
Summarily applied - See above; rather swiftly - without delay

My guess is that it's a cactuar, or one of Lulu's cactuar dolls
