Well yeah i need help, im about to enter Riovanes castle, my friend keeps telling me this is the toughest fight of chapter 3. Im at level 40 right now. Whats a good level to fight these supposedly tough people at?

You dont need to lvl much IMO, few lvl's wont hurt though...
so what would you suggest?

k this is what i did
i suggest u get Razma to level 50 ish
and make this be ur party:
Razma ninja
Another Ninja
Summoner (make sure that they know Lich)
A lancer would be nice (u can avoid A LOT of attacks)
ur choice for the last one (black Mage most likely)
some battles tips for the 2nd battle at Riovanes:
Consistently cast Lich
Ninja should act as bait
Razma must KNOW AUTO POTION OR U WILL LOSE!!! x potion works the best
black mage should act as bait too
Lancer should be powerful and able to do a lot of damage

Levels aren't as important in Final Fantasy Tactics as abilities are. You can be twice the level of the people you are fighting (as you probably will be in this case) and still lose utterly.
If you want to go about it the easy way, make sure Ramza has Yell, and Accumulate wouldn't hurt either. Simply run away from Wiegraf and keep Yelling until your speed is really high, then Accumulate until your attack is really high. After that, you should have no trouble defeating that fight. The next fight, however, you may wish to have some Ninja in order to keep Rafa alive.
