Okay... quick recap: In Japan, he's eating stuffed bread. Here, he's eating hot dogs that look like bread. Sounds like an overzealous 'Pig in a Blaket'. Let's go with that. That way, he gets HOT DOGS, that are visible as BREAD.
And it fits with his craving of hot dogs... (SPOILER)especially Squall's.
bread is quite a treat in japan, actually. they make different flavours for it, & its very expensive, which is why it makes sense that Zell would want bread as opposed to something else, i.e. hotdogs.
I figure square thought the bread looked enough like hotdog buns (which they did) and just decided not to change it.

What evidence have you? There has been evidence presented that shows something that hardly looks like a frankfurter/vienna/hot dog/ wiener/etc., and no frankfurter/vienna/hot dog/wiener/etc. has been posted to discredit it. I offered the compromise of the dish, 'pigs in a blanket', and the guy with the uber cool edgar and sabin sig offered corndogs...
