They? It's one man only. The whole cartoon was exciting 4 years ago, now it's just tedious.

Damon Albarn and Jamie Hewlett are the two creators of the band. The former being the only permanent musician in the band and the latter being in charge of art.
And it's not anime.

No. Damon Albarn and Jamie Hewlett are both english and they are the main members of the band. Damon Albarn is the ONLY permanent musician, however they collaborate with other musicians for each song. Although these people do contribute they often only play in one song and are therefore NOT members of the band.
