Which one you are refering too? Anyway, if you refer to the first one about he had something else in mind, that is why he wanted to hire Cloud to protect him and let them fight each other.
As fot the second one, well, since Cloud refuse to help him, things get out of hand. So he just want to buy time and dun reveal the head to Kadaj as he might kill him if he give it to him before things turned chaotic.

Yeah i always thought that Shinra was an organization that just looked out for itself for the most part.
For the bandages i thought he also had Geostigma, thats why he had that on...no idea though.
Rufus does have geostigma, he later gets healed when it was raining that healing water thing. Only Denzel stayed inside...
