What is with the earring relics description? It says it boosts magic power(yet it does not) and also says that it will boost more if paired and I don't know what paired means.

It means if you equip two of them you get a bigger boost.
As far as I can remember (My knowledge of this game's algorithms is rather rusty) a single earring will increase your total magic damage in 25% whereas two earring will increase in in 50%

They're very effective even though there is no visible boost in your number stats.
Earrings readjust the actual damage caused by magic. Basically, the damage will be calculated as normal, ignoring the earrings; then, because of them, the damage dealt will be increased by 25% (if one Earring) or 50% (if two).
Hero Rings have the same magical damage effect as Earrings, although the physical damage bonus from a Hero Ring does not apply to a second ring. Thus, equipping a Hero Ring and an Earring would have the same effect as equipping two Hero Rings.
